For the first 137 years in the US there was no permanent income tax on citizens, instead the US made its money with Tariffs
From its founding in 1776 until 1913—the federal government operated without a permanent income tax.
A temporary income tax was issued during the Civil war in 1861- when Democrats were fighting to keep slavery - and was repealed in 1872.
Then in 1894 the Supreme Court struck down an income tax law saying it was unconstitutional.
Federal revenue came from tariffs on imports and excise taxes on goods like alcohol and tobacco, which accounted for about 90 percent of revenue.
This changed in 1913
